Freemuse, PEN Català and PEN International welcome the opportunity to contribute to the third cycle of the Universal Periodic Review of Spain. This submission evaluates the implementation of recommendations made in the previous UPR and assesses the Spanish authorities’ compliance with international human rights obligations with respect to freedoms of expression, information and peaceful assembly, in particular concerns related to:

 

– The 2015 Law on Public Security and the reformed Criminal Code
– Attacks on the expression of political ideas
– Attacks on artistic freedoms
– Limitations on freedom of information
– Restrictions to the right to peaceful assembly
